Parnell Terrace Reclad Project

Leaky building remediation (weathertightness) project of 81 3-storey apartment units.This project experienced significant and essential changes in both the client project manager, engineer to the contract, quantity surveyor, and the incumbent contractor while the works were being delivered.
CCL were engaged by the Body Corporate part way through the project, to rescue (in terms of physical and financial performance) and recover the project from a doomed outcome, and to manage key strategic changes to the original organisational structure of the project, direct and then provide proactive and positive project leadership and project management services, and engineer to the Contract services through to ultimate completion and Code Compliance.
The project initially covered a reclad of the exterior wall envelope that grew to include full roof replacements and total interior refits including the reinstallation of kitchens and bathrooms etc
This increased work scope put strong pressure on the design and construction programme and the final outturn costs. This required astute Project and commercial management dexterity where our experience was fully utilised to enable the project to deliver back to each owner within the Body Corporate.

Challenges & Performance
CCL were engaged by the Body Corporate as the Client’s Project Manager and Engineer to the Contract to replace an incumbent group of consultants’ part way through the project. Concurrently with the above occurring the project also struggled severely with an under-performing main contractor which added extra pressure to the already distressed environment being in place.
CCL brought a highly professional and disciplined project management approach to the project and an improved collaborative engagement with all parties.
CCL as both the Client Project Manager and in the role of the Engineer to the Contract successfully navigated the project out of the dire situation it was in from a programme, contractual and commercial perspective including the discharging of the incumbent contractor and appointing a new contractor with minimal disruption and commercial impact.
It is fair to say that the programme of works was significantly impacted by the underperformance of the initial parties and subsequent changes to the scope of work and frustration from (displaced) property owners was extreme, (the project had gone well beyond initial costs and time). The appointment of a new contractor enabled a clearer programme outcome allowing apartment owners to take possession of their apartments months earlier than that was previously forecast.
CCL managed and organised the coordination between client, design team, construction team, council and MBIE (FAP) to complete the project including Auckland Council who were initially frustrated with the existing inspection progress of the incumbent main contractor and consultants.
CCL was instrumental in reaching a successful outcome on an agreed inspection timetable between the new main contractor and the Council which resulted in getting better pass rates on scheduled inspections. CCL also successfully managed a significant number of Building Content Minor Variations and Consent Amendments to the Contract.
CCL were very mindful of the pressures and challenges faced in apartment remediation projects and the need to manage and organise parties to achieve successful outcomes. Through this awareness and understanding, and the skill set of CCL’s capable and competent project management personal, experienced Engineer to the Contract and Engineers Representative, (within an integrated and collaborative team environment) CCL was able to manage this rescue and recovery project whilst ensuring the contractual arrangements between the parties was fairly maintained.
